Ma Go Wa Ya Sa Shi I was developed in the modern age when Japanese people started eating a lot of meat, and it is a kind of reminder for people to get back to our traditional Washoku diet, which means to eat fish instead of meat. Also we are an island nation surrounded by the sea, and fish was very much part of our diet.
